Cassidy introduces bill to help Louisiana forest landowners recover after natural disasters

U.S. Senator Bill Cassidy introduced the Save America’s Family Forests Act on May 1, aiming to assist landowners in Louisiana and across the country with recovering from timber losses caused by natural disasters.

The legislation is designed to amend the tax code so that forest owners can deduct more reforestation expenses when their timber is destroyed by events such as hurricanes or wildfires. Supporters say this measure will help speed up recovery for those who depend on forestry for their livelihoods.

“Thousands of Louisianians rely on our forest industries for work,” said Dr. Cassidy. “Supporting our forest landowners as they rebuild is the right thing to do.” The act has received backing from organizations including the Louisiana Farm Bureau Federation, which said, “Louisiana’s forestry producers have faced repeated setbacks from hurricanes, wildfires, and other natural disasters that can wipe out decades of investment overnight. Recovery depends on the ability to reinvest quickly, and current tax policy slows that process down. The Save America’s Family Forests Act helps address that by allowing landowners to expense reforestation costs when they are incurred, improving cash flow and speeding up recovery. Louisiana Farm Bureau Federation supports this commonsense approach to keeping working forests productive and supporting the rural communities that depend on them.”

The Louisiana Forestry Association also voiced support: “Louisiana’s forest landowners know firsthand how difficult recovery can be after major disruptions like Hurricane Ida and the 2023 wildfires that impacted more than 60,000 acres across the state. Long timelines for cost recovery only add to that burden. By allowing faster reinvestment in reforestation, the Save America’s Family Forests Act supports landowners in restoring their forests, sustaining forest-based jobs, and keeping Louisiana’s working forests healthy and productive over the long term.”

According to the Forest Landowners Association, timberland provides a $13 billion impact on Louisiana’s economy while supporting 48,000 jobs with $1 billion in salaries and wages along with $328 million in state taxes.

Tax deductions currently offer relief for agriculture crops but not for timber destroyed during disasters; this legislation would allow immediate deduction of more replacement costs following such events.

Cassidy serves on several Senate committees including Finance; Energy and Natural Resources; and Veterans Affairs according to his official website. Companion legislation was introduced in the U.S. House of Representatives by multiple members of Congress alongside Senator Raphael Warnock joining Cassidy in introducing it in the Senate.
