On November 9, 2025, Cassidy wrote, “We are 39 days into a government shutdown, and Americans are frustrated. We must reopen the government. I’m offering a path forward.” The senator’s comments reflect the prolonged nature of the shutdown and growing public concern.
He continued his remarks with a focus on health care costs: “Here’s the choice. The current system siphons off your health care dollars for insurance company administration costs and profit. My solution sends 100% of that money directly to you, to pay for your family’s care.”
In another post made minutes later, Cassidy referenced former President Donald Trump in support of his proposal: “President Trump is right: we should give this money directly to patients, not just insurers. My plan, Federally Pre-funded Flexible Spending Accounts, does this. It’s like a pre-paid debit card for your health, and it gives you better value for every federal dollar.”
The senator’s suggestion comes as Congress faces ongoing challenges in reaching agreement on government funding measures—a situation that has resulted in multiple extended shutdowns in recent years. Health policy debates have often centered on administrative overhead and direct patient benefit; flexible spending accounts have been part of prior discussions about reforming how federal dollars are distributed within the U.S. health system.
