Senator Bill Cassidy, Chairman of the U.S. Senate Health, Education, Labor, and Pensions Committee, discussed his Money and Value for Patients (MVP) agenda on Apr. 21 during a speech on the Senate floor. Cassidy said the plan is designed to make health care more affordable by putting money directly into accounts for American families to help pay out-of-pocket costs.

Cassidy said that rising health care expenses are a concern for many people. “Last week, I unveiled the Money and Value for Patients, or the MVP agenda, to put money directly into an account for the American family, directly into their pocket to pay for their out-of-pocket costs,” Cassidy said. “People in Louisiana are concerned about affordability. The cost of living and the cost of health care as part of that is too high… Let’s give power to the patient, and let’s make health care affordable again.”

The MVP agenda aims to cut out middlemen in health care transactions while increasing price transparency and expanding access to healthy food options. The approach aligns with President Trump’s recent health care plan by directing funds straight to patients instead of insurance companies.

Cassidy has previously led legislative efforts such as the PBM Reform Act—which was recently signed into law by President Trump—to improve price transparency and address prescription drug pricing practices involving pharmacy benefit managers. He also co-sponsored alternative legislation with Senator Mike Crapo intended as an option besides plans that direct federal funding toward large insurance firms.

The Senate Health, Education, Labor, and Pensions Committee works on laws affecting public health, education policy, workforce issues and retirement programs according to its official website.
