Cassidy said current conditions put student-athletes at risk and urged lawmakers to create stability for students navigating changes in college sports.

Cassidy said that these developments have opened the door to exploitation and threaten opportunities for students who rely on sports scholarships as a pathway to higher education.
“I talk to athletes, coaches, students, parents, and fans who all say the same thing: college sports are a mess,” Cassidy wrote. “Our mission is to set students up for success. Not only on the field or in the classroom, but in their careers after college.” He continued: “We have a responsibility to meet the moment, get off the sidelines, and get this right. My committee is focused on finding a solution.”
Cassidy explained that less than two percent of college athletes will play professionally while most do not graduate or maintain ties with their schools due to frequent transfers. He warned that proposals treating student-athletes as employees could lead universities—especially smaller ones—to cut non-revenue sports programs or scholarships because of increased costs. According to Cassidy’s account of testimony from university officials at a recent committee roundtable discussion, such changes could eliminate entire teams or departments.
