Senator Cassidy has frequently highlighted the geopolitical challenges facing U.S. manufacturers operating internationally. He argues that adversaries exploit lax environmental and labor standards to gain an unfair trade advantage over American companies. Cassidy advocates for a U.S. foreign policy that integrates national security with energy security, economic strategy, and climate considerations.
Cassidy and U.S. Senator Lindsey Graham (R-SC) introduced the Foreign Pollution Fee Act to level the playing field with Chinese manufacturing and expand American production.

In response to policies from the Biden administration affecting domestic energy production, Cassidy released a landmark energy & climate policy outline last Congress detailing plans for an "Energy Operation Warp Speed" initiative aimed at reducing permitting red tape to boost domestic energy production and manufacturing. He also led Republican colleagues in opposing a domestic carbon tax and introduced judicial reform bills related to permitting processes while pushing back against proposals limiting development in the Outer Continental Shelf (OCS).
