U.S. Senators Bill Cassidy and Maggie Hassan have introduced a new bill aimed at enhancing the Work Opportunity Tax Credit (WOTC). The legislation seeks to connect individuals who face barriers to employment with job opportunities, while also supporting businesses in hiring these individuals.
The WOTC provides federal tax credits to employers who hire veterans, SNAP recipients, people with disabilities, and the long-term unemployed. Employers often incur higher recruitment and training costs for these groups. Since its enactment 27 years ago, the credit has not been updated and has lost value due to inflation.
Dr. Cassidy emphasized the importance of this bill by stating, "It can be challenging for individuals to find jobs after being out of the workforce." Senator Hassan added that their bipartisan legislation aims to create economic opportunities across the country while reducing costs for businesses that invest in hiring disadvantaged groups.
Companion legislation is being introduced in the House by Representatives Lloyd Smucker, Terri Sewell, Brian Fitzpatrick, Steven Horsford, and Mike Kelly.
Sean Kennedy from the National Restaurant Association noted that filling jobs with individuals facing employment barriers is beneficial for all parties involved. Stan Harris from the Louisiana Restaurant Association highlighted restaurants as vital places for skill development and second chances.
Misty Chally of the Critical Labor Coalition acknowledged ongoing labor shortages and praised WOTC as a means to stimulate job growth. Christine Pollack from FMI expressed enthusiasm about working on strengthening pathways for veterans and other groups within the food industry through this measure.
Mike Layman from the International Franchise Association remarked on how WOTC supports franchised businesses in hiring workers from underserved communities amid labor challenges.
The legislation is supported by various organizations including American Health Care Association, NAACP, National Urban League, Retail Industry Leaders Association among others.
